The prompt library as a cultural diagnosis

The prompt library is the most honest culture document in the company. And no one in HR knows it exists.

Every prompt engineering decision is, in practice, a value judgment. What should be considered a good response? What can the system never generate? What takes priority when objectives conflict?

The people defining this are not the culture committee. They are the technical team with access to the system, making decisions that reveal far more about the organization's real beliefs than any values workshop will ever capture.

I've been proposing a straightforward exercise to a few companies: audit the prompt library as a cultural diagnosis. What almost always shows up:

The generation constraints reveal the company's real fears, not the stated ones. In general, you discover what legal doesn't want to see appear, what compliance approved in a meeting, and what some executive asked to block after an incident no one officially documented.

The definition of a "good response" maps the real power hierarchy. Who approved the quality criteria? Who validated what goes to production? That answer usually reveals who is truly in charge, regardless of the org chart.

The gaps reveal what hasn't been thought through yet. What the library doesn't cover is as telling as what it does. The absence of guidance on a critical topic is a decision made by omission.

No company that went through this exercise ended up with a library aligned to its values handbook.

The prompts reflect the beliefs, fears, and priorities of whoever had access to the system when the rules were written. Not the mission on the wall. What the people with the power to write the instructions actually believed mattered.

This is a diagnosis, not a critique. But it's a diagnosis most companies still haven't done.
